PROBLEM TO BE SOLVED: To achieve the reduction of consumption unit of a refining agent, the prevention of stuck material onto a ladle and the overflow of molten iron from the ladle, the reduction of air for dust collection and the restraint of the dust generation. SOLUTION: A cylindrical hollow body 10 with an opened lower surface is disposed so as to be freely ascended/descended concentrically with the rotation center of an impeller 6 for stirring, and dipped into the molten iron 2 in the ladle 1, and the molten iron 2 is stirred by rotating the impeller 6 for stirring and simultaneously, a refining agent is added into the cylindrical hollow body 10 from a refining agent charging hole 14 to refine the molten iron 2. Powdery dust generated in the cylindrical hollow body 10 is collected together with exhaust gas through an exhaust gas duct 20. Since the refining of the molten iron 2 is performed in the cylindrical hollow body 10 having good airtightness, the reduction of the consumption unit of the refining agent, the prevention of the stuck material onto the ladle 1 and the overflow of the molten iron, etc., from the ladle 1, the reduction of the air volume for the dust collection and the restraint of the dust generation, can be achieved.
