PROBLEM TO BE SOLVED: To operate equipment so that an optimum environment for the growth of aerobic microorganisms is actualized in fermentation treatment for organic wastes such as garbage. SOLUTION: The actual throughput rate and the predicted throughput rate are calculated from the measured weight and concentration of a culture bed (S11). When the predicted throughput rate is improper at S12, the operation mode is moved to extraordinary treatment corresponded flow of S15-S23. Tentatively presuming that it is due to high moisture, the operation for moisture dispersed operation mode is conducted. When the situation is getting better, the mode returns to the standard operation from S18. When the situation is not getting better, evaluation whether it is due to being dried to excess or due to the excess of the moisture content at S20, S22 is conducted and thus, the dryness prevention operation, moisture dispersed operation is conducted. Even if the predicted throughput ratio is proper, the dryness prevention operation is conducted at S14 when the temperature of culture bed is low.
