PROBLEM TO BE SOLVED: To improve the process efficiency of a picture processor and lessen the decision error in a detection process of the change in image. SOLUTION: An operation detector 205 decides whether or not the photographing direction and the shot view angle are changing. If at least one of the photographing direction and the shot view angle is changing as the result, a picture change detector 207 does not detect the change in image but outputs an input picture as an output picture without modification. This cuts down the process in a picture processor 100 to improve the process efficiency and reduce the detection process of the change in image.
