PROBLEM TO BE SOLVED: To recycle polystyrene resins collected from waste household electrical appliances. SOLUTION: The polystyrene resin collected from waste household electrical appliances in a classified manner is crushed, a foaming agent is impregnated in monolithic crushed small pieces of the crushed polystyrene resin having the minor diameter exceeding 1 mm, and the foamed polystyrene resin is recycled as a packaging bulk cushioning material with the bulk magnification of 20-200 times.
