PURPOSE: A device and method for displaying an electronic blackboard using a pen mouse is provided to generate a graphic by touching a television screen directly using an electronic pen and to display the graphic on the current image. CONSTITUTION: An infrared light receiving unit(20-1) receives an infrared signal from an exterior. An infrared decoder(20-2) decodes the received infrared signal. A memory(20-3) stores a system control program and data. A microcomputer(20-4) generates and processes a graphic and controls a system generally. An SD/HD(Standard Definition/High Definition) video decoder(20-5) decodes a tuned video signal. A memory(20-6) stores a decoded signal. A graphic creating unit(20-7) creates a graphic in accordance with a decoded infrared signal. A video processor(20-8) executes a signal process for displaying a created graphic signal and a decoded video signal. A display unit(20-9) displays a video signal or a graphic signal synthesized with a video signal. A horizontal movement sensor(21-2) senses a horizontal movement. A vertical movement sensor(21-3) senses a vertical movement. An infrared encoder(21-5) encodes a signal generated in a transmitter(21). An infrared light-emitting unit(21-6) transmits an encoded signal to the television(20) as an infrared ray.
