PROBLEM TO BE SOLVED: To provide a fluid treating apparatus having a simple structure usable without using magnetic force nor bringing into contact with fluid. SOLUTION: Different kinds of metallic bodies 5A, 5B are brought into contact with each other and housed in a vessel 1 which consists of an electric conductor such as an aluminum alloy and the vessel 1 is fixed in a metal-made outer case 3 consisting of stainless steel or the like. The vessel 1 is constituted of a pair of outer shells 1A, 1A to be joined each other and a U-shaped groove part 2 is formed by fabricating the external form of the vessel 1. The bodies 5A, 5B consist of a titanium plate and a copper plate and are bent into U-shaped forms to fit to the part 2, respectively. Contact electricity generated between the bodies 5A and 5B can be radiated toward the outside and exerted on the fluid such as water flowing in a pipe through the pipe wall.
