PROBLEM TO BE SOLVED: To obtain a hair cleaning composition which has excellent conditioning effect, neither tackiness nor stiffness of the hair after drying, providing the hair with a soft feel and a natural feel, controls build-up by repeated uses and has excellent storage stability. SOLUTION: This hair cleaning agent contains at least (a) 0.1-10 mass % of water-insoluble fine particles which comprises one or more kinds of a solid paraffin and/or an amphipathic substance having <=7 HLB and are solid at a normal temperature in a dispersed state of 0.1-10μm average particle diameter and (b) 0.01-5 mass % of an amphoteric or cationic water-soluble polymer containing a cationic residue in a hair cleaning agent.
