PROBLEM TO BE SOLVED: To provide a phase shifter capable of reducing an oil leakage during the operation. SOLUTION: The phase shifter, adjusting the timing between a cam shaft and timing gears, is provided with a first and second vane 16, a cylindrical recessed part 25, a rotor 1 rotating with the cam shaft 9, a housing surrounding the rotor 1 and rotating with the timing gears 11, and a spool 104 slidable along the rotation axis of the rotor 1. Each vane 16 partitions each of the recessed parts of the housing into a first and second part 17a and 17b. The spool 104 has a plurality of lands 104a and 104b which close or connect the plurality of passages of the rotor 1, so that the rotary motion of the housing to rotor 1 changes according to the sliding movement of the spool 104. The rotor 1 has a first and a second check valve 200 and 201 introducing fluid into the first and the second part 17a and 17b.
