PROBLEM TO BE SOLVED: To provide a device for contributing to controlling and preventing illegally parked bicycles without withdrawing the illegally parked bicycles from an illegal parking area. SOLUTION: A lock is mounted to the illegally parked bicycle to be impossible to move. A user of this bicycle, when intending to demount the lock, pays a predetermined charge to the device installed close thereto and gets a code for demounting the lock. The user can receive the repayment of part of the charge paid for getting the code by returning the demounted lock to the device and inputting the code thereto.
