PROBLEM TO BE SOLVED: To automatically parallelize a secondary battery after power recovery of a commercial power source even in the absence of an operating engineer. SOLUTION: In a charge and discharge system for a secondary battery, a power receiving facility 2 and a power generating facility 4 are connected to a commercial power system 1; the power receiving facility is equipped with a breaker 13 to open with a system-interconnected protective relay 9 and a power receiving facility protective relay 14; the power generating facility is equipped with a breaker 15 to open with a system-interconnected protective relay and a power generation facility protective relay 16, a secondary battery 22, and a monitoring controller 24; and the monitoring controller grasps the power stoppage and recovery with the system-interconnected protective relay, grasps that the secondary battery is possible or impossible of charge and discharge with the power receiving facility and power generation facility protective relays, and opens both breakers to cut off the secondary battery in case that the system fails in power supply. The monitoring controller closes the breaker after passage of a specified time, when it has grasped the power recovery and the secondary battery being possible of charge and discharge with the system-interconnected power receiving facility and power generation facility protective relays, when the system has restored its power. |
