SOLUTION: An apparatus for steam-reforming a >=2C heavy hydrocarbon has a 1st reformer for performing a pre-treatment to convert the heavy hydrocarbon into CH4 and a 2nd reformer connected to the downstream side of the 1st reformer 1 and for selectively causing a steam reforming reaction expressed in the following formula, CH4 +H2 O→CO+3H2 .
