PROBLEM TO BE SOLVED: To minimize nonuniform allocation of a frequency resource to users at a variable transmission rate. SOLUTION: When channels are allocated to mobile communication terminals M1, M2 and M3 as shown in Fig. (a), it is assumed that a mobile communication terminal M4, to which two channels are assigned as guarantee channels, made a call. Under this condition, two among all addition channels to be assigned to the mobile communication terminal are reserved, the system refers to a management table and re-allocates the additional channels, on the basis of its priority order. In this case, since the mobile communication terminal M2 has the highest priority order, one additional channel is given to the mobile communication terminal M2. Then the two guarantee channels are allocated to the mobile communication terminal M4, and as a result, such a channel allocation as shown in Fig. (b) is given.
