PROBLEM TO BE SOLVED: To suppress an AC component included in DC electric charge supplied from a DC power supply. SOLUTION: A voltage applied to a voltage converter 8 is detected by a voltage detector 7. A voltage proportional to the detected voltage Ecf is outputted from a function generator 14. The AC component superimposed on the voltage Ecf is detected by a high pass filter 101 and added to a bias voltage Eb by an adder 103. Outputs from the adder 103 and the function generator 14 are added by an adder 14. An output from adder 14 is compared with a triangular waveform outputted from a triangular wave generator 13. A switching element 12 switches in response to a compared result. When a DC current Idc is decreased due to the AC component, a resistor current Ib is increased and the DC current Idc cancels the AC component superimposed on the resistor current Ib.
