PROBLEM TO BE SOLVED: To conduct flashing operations of character data and bit map data. SOLUTION: The device is provided with decoding sections 40 and 41 which decode character data and/or bit map data, signal detecting sections 40 and 41 which detect blinking start signals and blinking stop signals from decoded character data and/or bit map data, a generating section 42 which generates the combinations for blinking operation color indexes corresponding to the colors of the decoded character data and/or bit map data in accordance with the detected blinking start and stop signals, a storage section 42 which stores the color index combinations for the blinking operations, a plotting section 43 which conducts plotting for the decoded character data and/or the bit map data in accordance with the color index combinations for the blinking operations and a timer management section 44 which manages the timer for the starting time of the plotting on the character data and/or the bit map data decoded by the section 43 in accordance with the blinking start and stop signals.
