PROBLEM TO BE SOLVED: To permit the detection of abnormality in the circulation of a secondary refrigerant in spite of the type, form or the like of a heat exchanger for the secondary refrigerant. SOLUTION: A refrigerating device or an air conditioner is provided with a refrigerating cycle has a compressor for compressing a primary refrigerant, a condenser for condensing the compressed primary refrigerant, a pressure reducing means for reducing the pressure of the condensed primary refrigerant, a heat exchanger for cooling the secondary refrigerant by evaporating the primary refrigerant whose pressure is reduced, and a control means. The device obtains the temperature difference between the inlet temperature and the outlet temperature of the secondary refrigerant for the heat exchanger after a first set time is elapsed from the starting of the refrigerating cycle, and outputs a secondary refrigerant circulation abnormality signal when the temperature difference does not arrive at the set value.
