PROBLEM TO BE SOLVED: To obtain traveling characteristics matched with the tastes, living environment, and way of traveling of a user. SOLUTION: A server 102 for changing the control gain of an automobile is provided with an environment data receiving means for receiving environment data obtained when the automobiles of a plurality of users 106 are traveling in a specific region, a learning data receiving means for receiving learning data obtained when those users operate the automobiles, a data storing means for storing those received environment data and learning data, and a control gain generation data transmitting means for transmitting either the stored environment data or learning data necessary for generating a control gain to the user who requests the data. Then, the user generates the control gain of the controller of the automobile, and changes the control gain to the generated control gain.
