PROBLEM TO BE SOLVED: To easily detect miswiring of a sensor line for a controller at a construction phase. SOLUTION: A floor heating device is capable of controlling floor surface temperatures of respective floor heating panels A, B, etc., by respectively wiring and connecting power lines 3 and sensor lines 4 of the floor heating panels A, B, etc., integrating a heater and a floor temperature sensor with a plurality of controllers a, b, etc., arranged on the respective floor heating panels A, B, etc., and by detecting temperature by the floor temperature sensors. Ground electrode lines 5 are fit on the respective floor heating panels A, B, etc. Detection means for detecting ground potential fluctuation of the floor heating panels A, B, etc., when applying power and display means for determining miswiring of the sensor line 4 for the controller a (b, etc.), when not detecting the ground potential fluctuation of the floor heating panel A (B, etc.), on which power was applied within a predetermined time from the start of power application and for displaying error are provided for the controller a, b, etc., sides.
