PROBLEM TO BE SOLVED: To provide a flat conductor and a flat cable using the same that has good bending characteristics. SOLUTION: The flat conductor 12 is constructed of copper or copper alloy and has a thickness of 0.020-0.035 mm and a width of 0.2-0.3 mm, and using this flat conductor as a main body 13, a thermoset resin film 14 of a thickness of 0.005-0.02 mm is formed around the main body 13. The flat cable using this flat conductor is made by forming a group of flat conductors 23 by arranging in parallel the plural conductors 12 at a prescribed pitch and providing an insulating body 34 at the outer circumference of the group of flat conductors 23.
