PROBLEM TO BE SOLVED: To detect failure at the side of a detector by measuring insulation resistance to a problem of deterioration in the insulation resistance between an electrode and the ground. SOLUTION: The electromagnetic flowmeter that has a measurement pipe for allowing fluid to be measured to flow and detects failure in the detector comprises a feedback current detection means for calculating insulation resistance by detecting the voltage value of the feedback resistance, a drive shield electrode that is provided in an electrode cap that is mounted to the measurement pipe, a drive shield line for connecting the feedback current detection means and the drive shield electrode, an electrode that is connected to the center line of the drive shield line, and a location for accumulating fluid that has entered between the electrode and the drive shield electrode, thus reducing impedance between the drive shield electrode and the electrode by accumulating fluid at the location.
