PROBLEM TO BE SOLVED: To provide a photocatalyst for the complete decomposition of water having new chemical composition and crystal structure. SOLUTION: In the photocatalyst, RuO2 is supported on a compound having a network structure in which units constituting an oxygen octahedron or tetrahedron containing transition metal ions in a d<10> and d<0> electron state or typical metal ions and units constituting a PO4 tetrahedron connected to the oxygen octahedron or tetrahedron are connected to each other and an alkali metal besides the metal ions, for example AXNb2m P4 O6m+8 (A is Na, K, or Li; x is 2, 3, or 4; m is 3, 3.5, or 4), AXTa2m P4 O6m+8 (A is Na, K, or Li; x is 2, 3, or 4; m is 3, 3.5, or 4) and A3 Inm Pm+1 O4m+4 (A is a Na, K, or Li ion; m is 1 or 2).
