PROBLEM TO BE SOLVED: To provide an on demand type fixing device where an image of high definition with uniform gloss and high fixing ability and to provide a fixing device where safety in terms of abnormal rise in temperature, emission of smoke and igniting fire is high even when transfer material is retained within the fixing device. SOLUTION: In the fixing device provided with a heating member which can be revolved at the same speed as that of the transfer material and a press member with a heating element inside and fixing a toner image on the transfer material by heat melting in a pressing range, the heating member is formed by heat resistant member transmitting at least a part of the absorbing wavelength of the toner.
