PROBLEM TO BE SOLVED: To provide a semiconductor integrated circuit rewrite system which can perform stable write/erase operation for a flash ROM without being affected by temperature variation. SOLUTION: The temperature of a semiconductor integrated circuit 10 is detected with a temperature detecting means 15 in a write tool 13 (or in the semiconductor integrated circuit 10), the discrimination level of write/erase having high stability is obtained by correcting the pulse width or the level of the voltage of a write/erase pulse for rewriting operation of a flash ROM 11, and the write/erase operation is performed stably.
