PROBLEM TO BE SOLVED: To suppress decrease in sound insulation performance by decreasing the number of water drain holes. SOLUTION: A plurality of cells such as a cell 24 of an under cover main body 18 are divided by partition walls 50 respectively and a water drain hole 52 is formed in the center part of the bottom part 24A of the cell 24. Eight cells 26, 28, 30, 32, 34, 36, 38, and 40 are adjacent to the cell 24 across partition walls 50 and notches 54 are formed in the partition walls 50 between the cell 24 and adjacent cells 26, 34, 38 and 30. Further, notches 54 are formed in the partition walls 50 between the cell 38 and adjacent cells 40 and 36 and notches 54 are also formed in the partition walls 50 between the cell 30 and the adjacent cells 28 and 32. Water entering the respective cells adjacent to the cell 24 passes through the notches 54 and is discharged to the outside through the water drain hole 52 of the cell 24.
