SOLUTION: Image data from a camera 1 is usually encoded by an SP encoding part and outputted via a selector 7. If an abnormality detecting part 2 for detecting abnormality occurrence in an imaged data detects abnormality on the basis of inputted image data, an object extracting part 4 extracts an abnormal part from the inputted image data, a CP-encoding part 5 encodes the image data of the extracted part, and the encoded image data are outputted to the selector 7. If the abnormality-detecting part 2 detects abnormality, the selector 7 selects an output of the CP-encoding part 5 and outputs the output.
