PROBLEM TO BE SOLVED: To form an image in a low resolution with high quality by a high resolution printer engine by increasing multi-value resolution of a multi-beam image forming apparatus. SOLUTION: An image is formed by deflecting and scanning a plurality of light beams from an LD unit 120 by a polygon mirror 123. Data converting means each determining a pulse width or an intensity of the light beam controlled by an LD modulating section 19 by image data in plural bits are respectively provided in a γ table with respect to the beams and each of the data converting means performs different conversion.
