The system includes transmission of a special message to a subscriber terminal, such as a mobile telephone, in order to activate a specific function within the terminal. This may be the locking or unlocking of the SIM card within a telephone, by the transmission of a message which is coded using a code known only to the network operator, and verified using a public code. In order to activate a logic function in the subscriber terminal , the network operator transmits to the terminal a special message containing information necessary for activation of the logic function, the message being individualised for the terminal. The logic function is only activated when the terminal has verified that the special message has been individualised for the specific terminal. The special message is signed under a key which is private to the operator of the network, in order to verify the operation using a public key. The special message includes the following elements: a unique public identifier; a unique private identifier encoded in a way only known to the operator of the network; and a unique physical private identifier held in memory in the terminal. The message may also carry information regarding the state of locking of the terminal.
