PURPOSE: An apparatus and a method for reproducing a slow picture in an apparatus for recording and reproducing digital images are provided to enable low speed and frame advance in a digital VHS recording MPEG data. CONSTITUTION: An apparatus for reproducing a slow picture in an apparatus for recording and reproducing digital images includes a servo circuit part(10) generating signals controlling a drum motor and a capstan motor; a signal processing part(20) processing the signals reproduced from a drum head to restore the signals into image signals; a system control part(30) appropriately controlling the servo circuit part and the signal processing part according to an inputted reproducing mode; a mode setting part(50) receiving the input of an operating mode of the apparatus for recording and reproducing digital images by a user; wherein the signal processing part receives a track state signal from the servo circuit part, outputs a data request signal and a shuffle storing signal to control the servo circuit part.
