SOLUTION: In order to remove foreign substance from raw tea leaves before they are steamed in the steamer 5, the remover is optionally and selectively equipped with magnets 4 to screen the foreign substance of metals with the magnetic force from the tea leaves and with an winnowing apparatus 2 to separate the heavier foreign substance and the lighter foreign substance than the raw tea leaves from them with air blow.
