PROBLEM TO BE SOLVED: To effectively prevent irregular tone being anxious in a conventional practice when continuously annealing super-low carbon cold-rolled steel sheet. SOLUTION: When the super-low carbon cold-rolled steel sheet is continuously annealed, and introduced in a water-cooling bath for cooling, the quantity of steam in the atmosphere in a hood for connecting a continuous annealing furnace to the water-cooling bath in an airtight manner is controlled in relation to the hydrogen quantity in a range satisfying the inequality: H2 /H2 O>=10<-1> , where H2 is hydrogen concentration (vol.%) in the atmosphere in the hood, and H2 O is the steam concentration (vol.%) in the atmosphere in the hood.
