PROBLEM TO BE SOLVED: To control access to information by deciphering ciphered information with a decipher key generated from information regarding the geographical position of a deciphering terminal and deciphering time. SOLUTION: In an information transmission/reception terminal 101, from geographical present position information generated by a position information generation means 105, a key generation means 106 generates the decipher key for trial. An information deciphering means 108 tries the deciphering of the ciphered information with the decipher key for the trial. Only when the geographic present position information generated by the position information generation means 105 and the geographic position information which is the base of generating the decipher key match, the ciphered information is deciphered.
