PROBLEM TO BE SOLVED: To provide a small and inexpensive image forming device of a roller cleaning system, that reduces friction with an image carrier and surely has a cleaning property. SOLUTION: The image forming device is provided with a cleaning roller 41 instead of a cleaning blade. A cleaning brush 12 is arranged so as to frictionally rub both of the image carrier 2 and the cleaning roller 41. The cleaning roller 41 is constructed so that an electric field in the direction of adsorbing the toner is generated in the part abutting on the image carrier, and adsorbs the toner thereon 41 from on the image carrier 2 mainly by electrostatic adsorbing force. A remaining toner coming on the cleaning roller 41 by the primary cleaning effect by the cleaning brush 12 is largely decreased in quantity, it can be realized without adding a scraper or the dedicated cleaning brush 12 to scrape the toner off the cleaning roller 41.
