PROBLEM TO BE SOLVED: To provide a manufacturing method for a thermal recording material suppressing effectively the diffusion of a precursor of an ultraviolet absorber and being excellent in shelf life, and the thermal recording material. SOLUTION: The manufacturing method for the thermal recording material comprises a process wherein at least one kind of compound selected from ones expressed by general formulas (1)-(4) is dissolved in a hydrophobic solvent and this hydrophobic solvent is added to a water-based solvent, so as to form a microcapsule. The pH of the water-based solvent is 4 or below.
