PROBLEM TO BE SOLVED: To provide a burst ratio that is a measure to clearly express the burstiness of a network. SOLUTION: This invention defines the 'burst ratio' for use as a measure of how burstly a packet-bases-network is. In details, a packet server defines the burst ratio associated with a received packet stream. The packet ratio is based on (a) the observed packet loss for the received packet stream over a period of time and (b) the expected packet loss for the received packet stream for a random loss packet-based network. The determined burst ratio is used e.g. to alter the processing of the received packet stream or for use in transmission planning.
