PROBLEM TO BE SOLVED: To provide an on-vehicle air conditioner capable of sufficient heating, cooling, and dehumidifying operation even in an automobile with less waste heat quantity such as a hybrid car. SOLUTION: This device is provided with a freezing circuit provided with a two-stage compression compressor for cooling cooling medium compressed in a first stage by a cooling medium heat exchanger, and further compressing the cooled cooling medium in a second stage to be discharged, and an evaporator to heat-exchange with cabin air, a cooling water circuit provided with a cooling water cabin heat exchanger for heating provided to heat-exchange with cabin air for engine cooling water to be circulated, and a damper device to control air passages for cabin air to pass the evaporator and/or the cooling water cabin heat exchanger for heating. The cooling medium heat exchanger is provided to heat-exchange with cabin air, so that it can be used for heating a cabin as well as the cooling water cabin heat exchanger for heating.
