PROBLEM TO BE SOLVED: To suppress EMI radiation within an allowable range while performing image noise prevention and operation stability by making a diffusivity large in the order of a large circuit block area, e.g. in a printed board. SOLUTION: The frequency of a clock signal is diffused by a plurality of diffusivities in each circuit block on a scanner IPU substrate (1) in an image reader, and a diffusivity is made large in order of a large circuit block area.
