PROBLEM TO BE SOLVED: To provide a charging roller, having a new structure which ensures high productivity, which can be manufactured at a low cost, which can secure a sufficient overlap margin (nip) with reference to an electrified body, such as a photoreceptor and which has an improved basic performance as an electrifying roller. SOLUTION: The charging roller is constituted by forming a conductive flocked fiber layer 6 on the outer peripheral surface of a base material 4, and then the layer 6 is covered with a conductive tube 8.
