PROBLEM TO BE SOLVED: To obtain developer for electrostatic charge development and image forming method where the developer's fluidity, electrostatic property, and transferability are excellent by mixing silica treated with silicone oil and silica untreated with silicone oil. SOLUTION: The toner for electrostatic charge development having toner particles containing at least a polymer constituent and a coloring agent constituent further contains at least silica particles treated with silicone oil and silica particles untreated with silicone oil.
