PROBLEM TO BE SOLVED: To obtain prescribed cutting dimensions without generating the fluctuation of the feed rate of roll paper even when a slip is generated between a take-out roller and the roll paper. SOLUTION: This ticket issuing device is provided with an issuing part for issuing a ticket by operating prescribed ticket issuing process to roll paper R1 (R2) transmitted by prescribed quantity according to the rotation of a take- out roller 26a (26b), and cut by a cutter part 30, a sensor 42 arranged between the issuing part and the cutter part 30 for detecting the top end part of the roller paper R1 (R2) transmitted according to the rotation of the take-out roller 26a (26b), a tension roller 40 press fit to the take-out roller 26a (26b) so as to be driven and rotated according to the feeding of the roll paper R1 (R2), and a control means 44 for rotating the take-out roller 26a (26b) until the tension roller 40 is rotated the prescribed number of times after the top end part of the roll paper R1 (R2) is detected by the sensor 42, and for stopping the take-out roller 26a (26b), and for operating the cut means after stopping the take-out roller.
