PROBLEM TO BE SOLVED: To easily form different function display codes, etc., to luminous display sections by using a common panel substrate. SOLUTION: The panel substrate 3 which is formed of a transparent or translucent synthetic resin material, is provided with the luminous display sections 4 facing light emitting elements 2 arranged on the inside surface side and is provided with the function display codes 5 in proximity to the luminous display sections 4 is commonly used. Transparent or translucent ink layers 7 are applied and formed on the inside surface 3a of the panel substrate 3 in correspondence to the regions formed with the function display codes 5. These ink layers 7 are subjected to baking treatment of the prescribed code patterns by irradiation with a laser, by which the function display codes 5 are formed on the inside surface 3a of the panel substrate 3.
