PROBLEM TO BE SOLVED: To provide a low-NOx burner enabling attainment of combustion of a wide turndown, without the possibility of occurrence of a backfire phenomenon, while exerting a desired low-NOx performance. SOLUTION: On the combustion chamber side of a chamber 1, into which air is introduced, the nozzle has primary air nozzles 3 axially jetting the air introduced into the chamber 1; secondary air nozzles 4 radially jetting secondary air for flame stabilizing, so that it confronts perpendicularly the primary air flow jetted axially from the primary air nozzles at positions beyond injection holes of these nozzles; and a gas nozzle 6 which is opened at a position beyond the injection holes of the primary air nozzles 3 at least and mixes gas antecedently in the primary air flow jetted from these nozzles.
