PROBLEM TO BE SOLVED: To provide a flame-retardant foam of which the flame retardance can be improved further and which is excellent in rigidity and in other properties. SOLUTION: This flame-retardant foam is continuously formed by reacting an organic polyisocyanate component with a polyol component. Alkylene oxide in an amount of 3.0-5.0 mol is added to a polynuclear phenolic compound obtained from heavy oil or pitch to make a phenol resin and a blend of the phenol resin with an aromatic polyester polyol in a weight ratio range of 30/70-70/30 is used as the polyol component and an equivalent ratio of isocyanate groups/hydroxyl groups is kept in a range of 3.0-5.0.
