PROBLEM TO BE SOLVED: To provide an electromagnetic retarder for which cooling effect is improved. SOLUTION: In this electromagnetic retarder 10, the rotations of a tire transmitted from an axle shaft 4 are transmitted via a rotations-increasing mechanism 15 to rotate an eddy-current generating rotor 17 at high speed. Inside the rotating eddy-current generating rotor 17, an exciting unit 18 is fixed by a slight air gap to face the rotor 17. A plurality of cooling air holes 32B are formed in the rotating cylindrical part 32 of the rotor 17 facing the exciting unit 18.
