PROBLEM TO BE SOLVED: To provide an input device or the like which is superior in operability when character is inputted by, especially, a visually handicapped person and to provide a system or the like which provides various services for the visually handicapped person. SOLUTION: A terminal 10A is so constituted that a user can input dots constituting braille with numeric keys 11N which are assigned so as to correspond to braille, to input characters by braille. At this time, inputted characters may be fed back and outputted as a voice. The voice can be fed back from a server by character input by braille in the state of access from the terminal to the server. The server can provide services for the user in accordance with a character string inputted from the terminal.
