PROBLEM TO BE SOLVED: To provide a conductive roller for an electrophotographic device having no fluctuation in the volume specific resistance, having stable volume specific resistance against environmental changes such as the changes of temperature and humidity, and having no defects in the appearance by using epichlorohydrin rubber as the base material for a conductive elastic layer. SOLUTION: The conductive roller 1 is manufactured by forming the conductive elastic layer 3 made of epichlorohydrin rubber as the base material on the outer face of a conductive axial body 2 and further forming a resistance controlling layer 4 around the conductive elastic layer 3. The resistance controlling layer 4 is formed as a multilayered structure consisting of at least an inner layer 4a made of a hydrophilic resin and an outer layer 4b made of a hydrophobic resin.
