PROBLEM TO BE SOLVED: To reduce build time when watching on merely a television on a personal computer screen. SOLUTION: A video decoder 2 allows an image signal 11 to be processed, and outputs an image signal 13 to a PCI multimedia controller 21 when a personal computer is being activated. Contrarily, when the personal computer is not being activated, the video decoder 2 outputs an image signal 14 to a monitor 6. A monitor signal 19 reports an activation state in the personal computer to the video decoder 2. The video decoder 2 responds to the monitor signal 19 for outputting a switch signal 15 to switches 8 and 9. A sound decoder 3 allows a voice signal 12 to be processed for outputting as a voice signal 16. When the switch 15 shows the activation of the personal computer, the switch 8 is turned on for supplying the voice signal 16 to a sound codec 23. Otherwise, the switch 9 is turned on for directly supplying the voice signal 16 to an amplifier 4.
