PROBLEM TO BE SOLVED: To send additive messages and to assign an authenticator in cyclic signature. SOLUTION: Public keys are distributed by a publication means 101. A first signer (user) 102 forms first signature information and an encryption message and sends the same to a second signer (YAS) 103. The signer (YAS) 103 confirms the legitimacy of a user by decrypting the received encryption message. Further, the second signer forms the message writing the extent that the YGS is restricted to the signature authenticator and forms the second signature information, then sends the same to the user. The user forms the third signature information from the received second signature information and sends the same to the signature authenticator (YAS) 104. The YGS receives the third signature information and authenticates the signature.
