PROBLEM TO BE SOLVED: To efficiently provide retrieval service while taking security into account. SOLUTION: A retrieval center 1 when receiving a retrieval request from an information browsing device 4 retrieves a URL made to correspond to retrieval conditions included in the request from a database for retrieval wherein URLs of Web pages are made to correspond to retrieval conditions and presents its link information to the information browsing device 4. When the retrieval request includes a condition of approval by approval centers 21 to 23 including the retrieval conditions at this time, a URL which is registered in the database for retrieval and further registered on the approval centers 21 to 23 is retrieved and its link information is presented to the information browsing device 4. On the approval centers 21 to 23, URLs of Web pages that information disclosers having passed an examination are registered.
