PROBLEM TO BE SOLVED: To provide an image compression system that gives a weight to video contents suitable for a video conference system or a videophone system by having only to add simple processing to the system so as to able to transmit an important range of video contents such as people with high precision at all times. SOLUTION: The image compression system of this invention that gives a weight to video contents, detects a motion vector for each of blocks resulting from dividing a frame, uses the motion vector to group the blocks, calculates a weight coefficient by each group, groups the blocks depending on a DC component of luminance and color difference signals in each block when detecting no motion vector, calculates the weight coefficient by each group and extracts an important part in the video contents. |
