PROBLEM TO BE SOLVED: To simplify vehicle registration office work processing and to reduce the trouble that a registration applicant has. SOLUTION: A DSRC on-vehicle unit 2 stores information needed fro registration application divisionally in a nonvolatile memory (not illustrated) in the DSRC on-vehicle unit 2 and an IC card 3 having a credit card function and when the DSRC on-vehicle unit 2 applies to the District Land Transport Bureau SYSTEM 4 for registration and sends the stored registration application information, the District Land Transport Bureau SYSTEM 4 performs registration processing. Various costs such as the commission and tax accompanying the registration processing is settled between the SYSTEM 4 and a credit card company 13, etc.
