PROBLEM TO BE SOLVED: To provide an optical compensating film capable of accurately compensating optical characteristics. SOLUTION: A resin containing inorganic particles is applied to the surface of a transparent substrate such as a triacetylcellulose film to impart ruggedness to the surface of the transparent substrate and a layer of a liquid crystal compound such as a cholesteric liquid crystal compound, a nematic liquid crystal compound or a discotic liquid crystal compound is formed on the rugged surface.
